The biggest difference between FIA, Police and ASF is the grade you enter at. An FIA Constable enters at BS-05, while an Islamabad Police Constable enters at BS-07 and an ASF Corporal at BS-07. Basic pay in Pakistan follows your grade, not your department, so the entry grade matters more than the organisation name.
How this page is sourced. FIA figures come from the official FIA advertisement on fia.gov.pk. Islamabad Police grades come from the official NPFTAS recruitment portal. ASF grades come from published recruitment information and are marked as such. Pay figures use the Revised Basic Pay Scales 2026.
Many candidates apply to FIA, Police and ASF at the same time and then have to choose. The names sound similar and the uniforms look similar, but the work, the entry grade and the career path are genuinely different. This page compares them on facts rather than opinion.
The thing nobody explains: grade beats department
Understand this before anything else. In Pakistan, federal employees are paid according to their Basic Pay Scale. A BS-07 employee in one department earns the same basic pay as a BS-07 employee in another. So the real question is not which department pays more. It is which grade you can enter at, and how fast you can be promoted from there.
That single point changes how most candidates should think about these three careers.
FIA vs Police vs ASF at a glance
| FIA | Islamabad Police (ICT) | ASF | |
|---|---|---|---|
| Parent body | Ministry of Interior, federal | Ministry of Interior, capital territory | Aviation Division, federal |

| Sub-Inspector grade | BS-14 | Varies by cadre | Varies by cadre |

Grades can differ between recruitment cycles and cadres. The FIA and Islamabad Police grades above are from official recruitment documents. ASF grades are from published recruitment information rather than a document we downloaded ourselves, so confirm them in the current ASF advertisement before deciding.
What that grade difference is worth in rupees
Here is what those entry grades mean using the Revised Basic Pay Scales 2026. These are basic pay figures, before allowances.
| Grade | Starting basic pay | Annual increment | Maximum |
|---|---|---|---|
| BS-05 | Rs 18,300 | Rs 910 | Rs 45,600 |
| BS-07 | Rs 19,590 | Rs 1,100 | Rs 52,590 |
| BS-09 | Rs 20,990 | Rs 1,310 | Rs 60,290 |
| BS-11 | Rs 22,410 | Rs 1,580 | Rs 69,810 |
Read the increment column, not just the starting figure. A BS-07 post gains Rs 1,100 every year while a BS-05 post gains Rs 910. Over a full career that gap widens far more than the difference in starting pay suggests. The scale maximum tells the same story: Rs 52,590 for BS-07 against Rs 45,600 for BS-05.
The work is genuinely different
Pay is only half the decision. These three do different jobs day to day.
FIA: investigation work
The FIA is an investigation agency, not a patrol force. Its wings cover cybercrime, immigration and passport control, anti human trafficking and smuggling, anti money laundering, counter terrorism and intellectual property rights. If you are drawn to case work, records, technology and building evidence, this suits you. You can be posted anywhere in Pakistan.
Police: general law enforcement
Police work is front line and public facing. Patrol duty, responding to calls, registering cases, traffic management and now Safe City camera and control room operations. Hours can be long and the work is physical. For Islamabad Police your posting stays within the capital territory, which suits candidates who want to stay in one city.
ASF: aviation security
ASF secures airports and aircraft. The work is screening, access control, patrolling terminals and responding to aviation security incidents. It is more structured and shift based than general policing, and postings are at airports rather than across a whole province.
Which one should you choose
- Choose FIA if you want investigation work, you have a degree and you are aiming for ASI or Sub-Inspector rather than Constable. The graduate entry posts are where FIA is strongest.
- Choose Police if you want to stay in one city, you prefer field work over desk work, and the higher constable entry grade matters to you.
- Choose ASF if you want structured shift work in a fixed location with a clear security role.
- Apply to all three if you simply want a government job. There is no rule against it, seats are limited everywhere, and you can decide when offers actually arrive.
That last point is the practical advice most candidates need. Competition is heavy in all three. Applying to only one because it looks best on paper is a bigger risk than applying broadly and choosing later.
Physical standards compared
All three have a physical stage. The FIA standards below are quoted from its official advertisement. Standards for the others should be checked in their own current advertisements, because they differ by force and by cadre.
- FIA: height 5 feet 6 inches for men and 5 feet 4 inches for women, chest 33 to 34½ inches for men only, and a one mile run in 7 minutes for men or 10 minutes for women. No relaxation is allowed.
- Police and ASF: both require height, chest and a running test at broadly similar levels, but the exact figures are set in each advertisement.
Our full breakdown with a six week training plan is on the FIA physical test standards page, and the same running preparation works for any of these forces.
Frequently asked questions
Which is better, FIA or Police
Neither is better overall. FIA is an investigation agency with postings anywhere in Pakistan and graduate entry at ASI and Sub-Inspector. Police is front line law enforcement, and Islamabad Police keeps you within the capital territory. FIA Constable enters at BS-05 while Islamabad Police Constable enters at BS-07.
Does FIA pay more than Police or ASF
Basic pay in Pakistan follows your Basic Pay Scale, not your department. A BS-07 post pays the same basic salary in any federal department. What differs is the grade each force starts you at and how quickly you are promoted.
Is an FIA Constable the same grade as a Police Constable
No. An FIA Constable is BS-05. An Islamabad Police Constable is BS-07, which starts at a higher basic pay of Rs 19,590 against Rs 18,300 and has a larger annual increment.
Can I apply to FIA, Police and ASF together
Yes. They are separate recruitments with separate applications and fees. Many candidates apply to all three and decide once results come out.
Which one has the easiest physical test
All three test height, chest and running at broadly similar levels. The FIA requires a one mile run in 7 minutes for men and 10 minutes for women, with no relaxation. Check the current advertisement of each force for its exact standard.
Which gives the best career growth
Growth depends on your entry grade and promotion opportunities rather than the force itself. Entering at a higher grade, for example as a graduate at ASI or Sub-Inspector level instead of Constable, has a much larger effect on your career than which of the three you join.

How we checked this
FIA posts, grades and physical standards are quoted from the official FIA recruitment advertisement on fia.gov.pk, which we downloaded and read. Islamabad Police grades are taken from the official NPFTAS recruitment portal. ASF grades come from published recruitment information rather than a primary document, and we have said so clearly above. Pay figures use the Revised Basic Pay Scales 2026 notified on 21 July 2026.
Please note. npftaslogin.com.pk is an independent information portal. We are not the FIA, the Police or ASF. Grades and criteria change between recruitment cycles, so confirm details in the current advertisement of the force you are applying to.
